Germany, 2010. An electronic music festival called Love Parade ended in disaster when a stampede in a narrow tunnel resulted in 21 deaths and over 500 injuries. The tragedy was due to inadequate crowd management and medical resources, highlighting the need for proper risk assessments, crowd control, and sufficient medical coverage. This disaster underscores the importance of having not just basic medical cover, but also enough staff, equipment, and emergency response plans to handle large, high-risk events.

London, 2012. The event's medical team, including paramedics and doctors stationed along the swim course, quickly responded after the athlete was pulled from the water, unresponsive. The team began CPR and used an Automated External Defibrillator (AED) to deliver a shock, successfully restarting his heart. The athlete regained consciousness before being transported to a nearby hospital and made a full recovery. This incident highlights the critical importance of having trained medical professionals, AEDs, and quick-response protocols at large events, demonstrating how timely and effective medical intervention can save lives.

The Law

Event organizers have a legal duty to assess risks and provide appropriate medical provisions to ensure the safety and wellbeing of attendees.   • Health and Safety at Work Act 1974 (HSWA): Requires organizers to ensure, as far as reasonably practicable, the health and safety of attendees, including providing medical cover.

  • Management of Health and Safety at Work Regulations 1999: Mandates risk assessments and the implementation of suitable medical provisions based on event factors.

  • The Purple Guide: While not legislation itself, the Purple Guide offers detailed guidance on how to interpret health and safety law in the context of live events. It helps organizers assess the level of medical cover required, depending on factors such as crowd size, event type, and risk level.

  • The Regulatory Reform (Fire Safety) Order 2005: Links fire safety to medical cover, especially in emergencies like fires or evacuations.

  • Event Safety Management (varies by local authority): Local authorities may have additional guidelines on medical cover for events.

  • Common Law: Under common law, event organizers have a duty of care to ensure the safety of those attending their events. This duty extends to ensuring that reasonable measures are in place to deal with foreseeable risks, including providing appropriate medical cover.
